Operations Day -- 36/1998 (5 Feb 98)
Summary: 
Today's pass included a 17 minute telemetry dropout due to problems with the 
SFG at JPL.  The remainder of the pass was focused on uploading a flight 
software patch to the S3DPU in an attempt to fix a problem with the SEPICA 
instrument.  The software patch was loaded but shortly thereafter an uplinked 
command failed at the S3DPU with a checksum failure and S3DPU stopped 
accepting commands.  The SEPICA instrument team decided to power off SEPICA 
prior to the end of the pass.  It was also suggested by the SEPICA team that 
the SWICS and SWIMS instruments be powered off.  The FOT was unable to reach 
the SWICS/SWIMS instrument team and these instruments were not powered down.
The FOT will discuss recovery plans with the S3DPU, SEPICA, SWICS, and SWIMS 
instrument teams on day 37. 

Anomalies:
G98-016 - Telemetry outage from 20:02 to 20:19 due to INIF router problems at 
JPL
S98-004 - S#DPU stopped accepting commands after SEPICA patch upload and

Operations Day -- 37/1998 (6 Feb 98)
Pass Summary: 
AOS was delayed by 10 minutes today due to telemetry processing software 
problems at D42.  Additional network problems related to command transfer 
through JPL led to an additional one-half hour delay in beginning the day's 
activities.  During the remainder of the pass commanding to the S3DPU was 
performed to clear a failed command from the input buffer - and - the SEPICA 
instrument was powered on.  This power on sequence caused an autonomy bin to 
fire which turned off the SEPICA instrument.  The bin firing was probably due 
to transient power fluctuations at start-up.  The power up sequence will be 
tried again on day 40 with the SEPICA autonomy bin fire value raised to the 
value that was used during the initial SEPICA turn-on.  Once the instrument 
is stabalized the lower autonomy bin fire value used for nominal operations 
will be reloaded.

Anomalies:
Anomaly G98-0017 - AOS was delayed until 21:23 due to a TGC failure during 
initial acquisition
Anomaly G98-0018 - Commanding impossible until 21:50 due to JPL ISIS failure

Summary: 
Today's pass was nominal except for a 3 minute telemetry outage when the 
Auto-track at D16 lost lock.  During the data outage the FOT was unable to 
reach D16 or JPL Comm on the voice lines.  It turned out that the voice lines 
were brought down without notifying the FOT.  Communications were re-
established with D16 via black-phone for the remainder of the pass.
 
Anomalies:
*  G98-S023 -  DR#G03383    - Telemetry dropout from 174541-174802.  Station 
notified ACE MOC that the antenna had lost autotrack.
*  During data dropout, when neither D16 nor JPL COM could be raised, GODDARD 
Voice was contacted.  Goddard voice informed us that JPLCOM had brought down 
all of their voice lines at 1630 and said they would be down for 1 hour.

Operations Day -- 49/1998 (18 Feb 98)

Just wanted to inform everyone of a change that was recently made in the 
DSN transmit frequency to better match the spacecraft receiver A and B best-
lock frequencies.  This change was made to ensure that the spacecraft 
receivers will lock-up during DSN sweeps.  Recently, there have been a few 
occasions where receiver B was not locking up and a resweep with the sweep 
range doubled was necessary.  With this recent change, problems of this 
nature should not reoccur.

Analysis:  
FOT analysis showed that an offset of +8khz on receiver *A* and an offset  
of  + 13khz on receiver *B*.  This offset is the delta between the S/C best-
lock frequency and the stations voltage controlled oscillator (vco) 
transmitter frequency.

Corrective action:
A negative   9khz  offset , was incorporated into all station predicts for  
ACE , effective Feb. 18, 1998/Day 049.  Observation of the first pass 
(station 61) supported with this new  offset shows that receiver *A* has a 
new offset of  -1.92khz and receiver *B* has an offset of 0.00khz.  This 
frequency change will be monitored for consistent acquisition of both 
receivers.

ACE Stationkeeping Maneuver

There has been a great deal of confusion and replanning of the attitude and 
orbit maneuvers that had been originally scheduled for 2/20/98.  The 
following schedule of events should be considered final unless additional 
circumstances arise:

2/19 -- The DSN contact on this date will be used to perform high-voltage 
ramp down sessions of the SWICS and SWIMS instruments (and also possibly the 
ULEIS and SWEPAM instruments).  Performing these ramp down session will 
require the entire pass period on this date.  No maneuvers will be scheduled 
for this contact.

2/20 -- The DSN contact on this date will be dedicated to performing the 
attitude correction, spin adjustment and orbit maneuvers requested by Flight 
Dynamics.  No instrument activities will be performed during this contact.

2/23 -- High-voltage ramp-up sessions will be performed on this date to 
return the instruments to there nominal operations mode.

Operations Day -- 52/1998 (21 Feb 98)
Pass Summary: 
Due to equipment problems at D16 high-rate telemetry was not received in the 
MOC until 3.5 hours into the pass.  Due to this long delay - the pass was 
extended by 3 hours to give the FOT time to dump the SSR.  The delay impacted 
the SWEPAM instrument team which was hoping to ramp-up their high voltages 
now that the station keeping maneuvers has been completed.  This activity 
will be delayed to day 53.  The FOT was able to perform some commanding for 
the SWICS and SWIMS instrument teams during the remainder of the pass.
 
Anomalies:
*  During PreCal, D16 informed ACE MOC that they would not be able to 
support Ranging due to D17 requiring the ranging equipment to support CMTS 
Launch. Since there would be no need to configure for ranging, it was 
requested that PreCal be changed to 25 minutes.  Carrier was brought up at 
1800.

*  G98-0029 - DR# N45273 - When D16 tried to go 2way, telemetry at the 
MOC went static.  It was confirmed that D16 was still sending telemetry to 
JPL COM and that JPL COM was sending telemetry out.  Ops Chief, JPL COM, COM 
Manager and IP NOC were all involved  in trying to determine what the cause 
of the telemetry drop-out was.  At ~1935 the IP NOC informed ACE MOC that the 
IP Engineer had found problems with the Router and that he was looking into 
fixing it.  No time estimate could be given as to how long this would take.
JPL COM's server was rebooted remotely by IP NOC.  Telemetry was now being 
received by ISIS.

*  G98-0030 - DR# G03408 - D16 did NOT have Phase2 Software on their 
TGC.

*  G98-0031 - DR# G03409 - After rebooting current TGC with Phase2 
Software did Not give MOC Good Quality Telemetry, the TGC was then swapped.
At this point good telemetry began ariving in the MOC (21:46:38) and it was 
decided to extend the pass to 005000 to ensure all SSR data could be 
retreived.

Operations Day -- 53/1998 (22 Feb 98)
Summary: 
Today's pass was only 1.5 hours in length and there was no ranging.  The 
short length of this pass was due to DSN resource conflicts which did not 
permit ACE to schedule a nominal 3.5 hour pass.  The impact of this short 
pass was that only 10 hours of SSR data was recovered.  The FOT will try to 
recover the remainder of the data - but - tomorrow's (day 54) pass is also 
only 1.5 hours (again due to DSN resource problems).  With back-to-back passes
 
of 1.5 hours duration the FOT may very well not be able to recover all of the 
SSR data - and -  this science data will be lost - and unrecoverable.  The 
FOT will continue to work with DSN to try to schedule passes whenever 
possible so that SSR data will not be lost.  The other impact of this 
shortened pass was that the SWEPAM instrument team was once again unable to 
perform their high-voltage ramp up sessions to return the SWEPAM E&I 
instruments to their nominal state.

Operations Day -- 54/1998 (23 Feb 98)
Pass Summary: 
This pass was limited to 1.5 hours in duration due to DSN resource allocation 
restrictions.  At AOS it was determined that the SEPICA instrument autonomy 
bin had fired and turned off the instrument.  This means that the SEPICA 
overall current draw from the bus was above 650 mA for a duration of 3 
seconds.  With limited pass time available for commanding, the SEPICA team 
decided not to try to turn the instrument back on during this pass.  In 
addition, because of the short length of the passes on both days 53 and 54 - 
it will be at least one or two more days before the data containing clues 
as to why SEPICA's current draw went above the autonomy bin limit can be 
downlinked for analysis.  
 
Anomalies:
*  Due to DSN inability to accomodate ACE's nominal 3.5 hr pass, 
Ranging data was not received from Station to maximize amount of time in the 
Actual Pass.
*  S98-0005 - SEPICA Autonomy Bin had Fired during non-contact period.  
PIs were notified and it was decided to NOT try and recover today due to 
shortened pass time (1.5 hrs).
*  G98-0032 - DR#N45274 - SFG3 at JPL went 
down.  MOC suffered 3 minute telemetry dropout from 171206-171508.  Missing 
Slices were redumped after completion of Dump.

Pass Summary: 
At the last minute - the FOT Scheduler was able to find a one-hour pass 
today with station D16. The FOT took advantage of this opportunity to try to 
dump some of the SSR data that might be helpful in determining the cause of 
the SEPICA anamoly, and to try to ramp up the voltages on the SWICS and SWIMS 
instruments which have been ramped down since the orbit maneuver last week.
