Anomalies:

- 02/27/2016 - SOAR S-ACE-94 - DSN Problem - Canberra Complex (Recurring)

Telemetry was acquired approximately 13 minutes late (Ref: DSN DR#
C111864). Per DSN DR, DSS-34 was unable to lock telemetry on DCC5 at BOT.
Receiver values appeared nominal with a SSNR of 19dB, however the TLP was
unable to lock showing a BSNR of 3dB. DCC6 was added to the connection and
was able to successfully lock telemetry - however, the carrier residual was
-9000Hz.

Impact:

Minimal - 13 minute delay in acquiring ACE telemetry and initiating SSR
playback activities.
